Dorothy Capers
Social Worker, LICSW
Founder of Show Me Foundation

Dorothy Capers is a Licensed Clinical Social Worker (LICSW) with decades of experience in mental health, social services, and advocacy for underserved communities. She holds advanced degrees, including a Master’s in Social Work from the University of Washington and ongoing doctoral studies in Clinical Psychology (Psy.D.). Dorothy has devoted her career to promoting culturally competent mental health care and addressing systemic barriers that impact marginalized populations.

As the founder and director of the Show Me Foundation, Dorothy is committed to building a diverse and inclusive mental health workforce. The foundation focuses on recruiting, training, and supporting BIPOC clinicians, with a particular emphasis on African American communities, and raising awareness about mental health and problem gambling issues. Through innovative programs and events, Dorothy leads efforts to create lasting change in how mental health services are delivered.

With experience spanning private practice, community health centers, and government agencies, Dorothy specializes in trauma-informed care, behavioral health consultation, and addiction treatment. She has provided critical services in diverse roles, including supporting individuals and families navigating crises, conducting comprehensive assessments, and developing evidence-based treatment plans. Her work is deeply rooted in addressing intergenerational trauma and the unique challenges faced by communities of color.

Dorothy’s collaborative and empathetic approach has earned her recognition as a leader in her field. She continues to advocate for equity in mental health services and strives to create pathways for individuals and families to achieve resilience and healing.

Deborah G. Haskins, PhD
President of Maryland Council on Problem Gambling
Owner of MOSAIC Consulting and Counseling Services

Dr. Haskins is an award-winning counselor educator, mental health advocate, and founder of MOSAIC Consulting and Counseling Services. With over 35 years of experience in mental health counseling and education, she specializes in cultural competence, disordered and problem gambling, trauma recovery, and wellness in faith-based communities.

A recipient of multiple prestigious honors, including the 2021 Lifetime Achievement Award for Advocacy from the National Council on Problem Gambling, Dr. Haskins has dedicated her career to equipping mental health professionals with tools for professional development and self-care. She has designed and led counseling curricula, authored numerous publications, and served as a keynote speaker on topics such as gambling disorders, cultural competencies, and trauma-informed care.

She holds a doctorate in Pastoral Counseling from Loyola University Maryland and a Master of Arts in Counseling Services from Rider University. She is passionate about advancing mental health practices to serve diverse communities effectively.

Bonnie Lee, MSW, PhD
Principal Investigator

Dr. Bonnie Lee is a Professor of Health Sciences at the University of Lethbridge and a renowned expert in addiction counseling and relational therapy. As the developer of Congruence Couple Therapy, Dr. Lee has advanced a groundbreaking framework that leverages the power of relationships to support addiction recovery. Her work has been widely recognized, earning her the 2023 Distinguished Initiative Award from the Health Quality Council of Alberta.

With over two decades of experience, Dr. Lee has combined her expertise as a researcher, educator, and therapist to pioneer innovative approaches in couple and family counseling. She is a Registered Marriage and Family Therapist-Supervisor and a Clinical Fellow with the American Association for Marriage and Family Therapy. Her relational paradigm equips professionals to create multi-dimensional solutions for addiction recovery and mental health challenges.

Dr. Lee’s commitment to improving patient experiences and outcomes continues to shape the field of addiction and family therapy on both local and global levels.

Dalis La Grotta
LMHC, BACC, ICGC-II, WSCGC-I

Dalis La Grotta Counseling

Dalis La Grotta has a rich and culturally diverse background. Born in Panama, Dalis left at 18 to attend the University of Puerto Rico. She earned her Bachelor's degree at Pontifical Catholic University, and then moved to Portland, OR.  In 2001, she earned her Master of Art in Psychology from Seattle University. Since 2000, Dalis has worked in the mental and behavioral health fields in culturally diverse settings and public health agencies. Dalis is currently working in private practice in Sequim, WA, where she specializes in gambling addictions. She has presented at the local community college and Peninsula Behavioral Health on gambling addiction and treatment methodology. She is fluent in English and Spanish.


William Castillo Jr., MA
LMHC, SUDP, WSCGC-II, ICGC-I
Westwood Counseling Services

William Castillo Jr. is a Licensed Mental Health Counselor and Substance Use Disorder Professional with over two decades of experience in mental health, marriage and family counseling, substance abuse, and problem gambling treatment. As the founder of Westwood Counseling Services, he works with individuals, couples, and groups to address personal and relational challenges. William has served in various capacities, including as a counselor, instructor, and facilitator at organizations such as Pioneer Human Services, South Seattle College, and the Urban League of Metropolitan Seattle. He is also a dedicated volunteer with the Black Prisoners Caucus, helping incarcerated individuals reintegrate into society. William holds a Master’s Degree in Mental Health Counseling from Argosy University and certifications as a problem gambling counselor and Spanish interpreter. His commitment to empowering diverse populations and fostering personal growth has been a hallmark of his career.

Tana Russell
SUDP, NCTTP, WSCGC-II, CGT
Evergreen Council on Problem Gambling

Tana Russell became Assistant Director at Evergreen Council on Problem Gambling in 2019 and Deputy Director in 2024. She holds certifications as a Substance Use Disorder Professional (SUDP), Washington State Certified Gambling Counselor II (WSCGC-II), Nationally Certified Tobacco Treatment Provider (NCTTP), Certified Gambling Disorder Trainer (CGT), and has completed specialized training and study on video/internet gaming disorder.  She serves on NCPG committees, the Washington State Gambling Counselor Certification Committee, and several other workgroups and committees.

She presents on topics related to gambling, gaming, tobacco, addictions, treatment, recovery, and responsible gaming.  She has written, co-authored and/or collaborated on the development of program curriculum for various treatment, training, and educational courses and trains gaming industry employees about responsible gaming policies and procedures. 

Doris McCoy

Doris Mccoy, a 66-year-old from Anchorage, AK, has devoted her life to being a mother, grandmother, and wife. She has built an impressive career with over 40 years of experience in customer service and management within the telephony and facility management industries. As she approaches retirement, Doris has transitioned from her previous managerial roles to become a Senior Sales Support Representative for a
hosted Telecom Company. She remains an outstanding employee, having received numerous awards and recognitions for her excellence in team building and individual service and development.

In addition to her career, Doris was also an entrepreneur. While
living in Anchorage, she co-owned a cheer gym with one of her beloved
nieces. She found immense joy in supporting the youth in her community through athletics, while emphasizing the importance of academics and continued education. Many of her cheerleaders have gone on to have
prominent careers, including one as an endodontist, several in
nursing, CSI, and others in education and engineering.

For the past eight years, Doris has lived in Renton, WA, where she
enjoys spending time with her grandchildren and husband, as well as working from home.

Luis Zepeda-Chavez
Program Manager
WA Health Corps- Adult Pathway

Luis leads outreach efforts for the Washington Health Corps and works to increase awareness of our programs and site participation. Luis also works with participants to ensure they have a pleasant experience while completing their service obligation.

Roxane Waldron
Administrator of the WA State Problem Gambling Program

Roxane Waldron, MPA is the Administrator of the WA State Problem Gambling Program, within the Division of Behavioral Health & Recovery, at the Health Care Authority. She’s worked as a project and program manager in the health field since 2006, including at the WA State Dept. of Health, the Evergreen Council on Problem Gambling, the WA Association for Community Health, and as a Mental Health Training Coordinator for the University of WA. Roxane is Lean Green Belt Certified and holds a certificate in Project Management.
